The Independent Office for Police Conduct (IOPC) has launched an investigation following the death of a 45-year-old man who was restrained by Metropolitan Police officers while responding to reports of a child being assaulted at a property in South Norwood, south London.
The man suffered a medical emergency after allegedly resisting arrest and was later pronounced dead in hospital. The police watchdog has confirmed that a post-mortem examination has been carried out, but further toxicology and forensic tests are still pending. His identity has not yet been formally released.
Emergency response and arrest
Officers were called to the High Street property in the early hours of Sunday, 16 February, following a report raising concerns that a child may be under attack.
Upon arrival, officers found the 45-year-old man inside the house and swiftly arrested him. Police body-worn camera footage reportedly captures the man actively resisting arrest after being handcuffed and restrained.
As officers held him on a bed, he remained in an agitated state, prompting them to call the London Ambulance Service out of concern for his behaviour. Despite medical assistance, his condition deteriorated, and he was transported to hospital at 1.27am, where he was later pronounced dead at 3.40am.
Police watchdog investigation underway
The IOPC confirmed it had opened an inquiry into the incident and was reviewing evidence, including CCTV footage, body-worn video, and witness statements.
IOPC Director Amanda Rowe acknowledged the gravity of the case, stating:
“Our thoughts are with the man’s family and friends, and all those affected by his death.”
She added:
“We understand that his death while in police custody will be a matter of concern for them, the local community, and the wider public. I want to reassure people that we are undertaking a thorough, robust and independent investigation into all the circumstances surrounding his death.”
The IOPC has also been in contact with the deceased man’s partner, keeping them informed about the ongoing inquiry into the events leading up to his death.
Community concerns and police conduct scrutiny
The case has sparked concern in the local community, particularly given the man died while under police restraint.
Previous cases involving deaths in police custody have led to widespread scrutiny of police procedures, particularly regarding the use of force and restraint techniques. The IOPC’s investigation will seek to determine whether officers acted appropriately and whether any misconduct occurred during the arrest and handling of the situation.
A Metropolitan Police spokesperson said:
“This is a deeply distressing incident, and our thoughts remain with the man’s loved ones. The Met is cooperating fully with the IOPC’s investigation, and we will ensure full transparency regarding our officers’ actions that night.”

While the cause of death remains unconfirmed, the IOPC will rely on medical evidence, including the post-mortem report, alongside statements from the attending officers and emergency responders.
