The Congress party is set to bring a “Rozgar Kranti” (employment revolution) if voted to power, Congress president Mallikarjun Kharge announced on Saturday. He emphasized that the party’s focus will be on increasing employment opportunities, fostering entrepreneurship, and addressing the aspirations of the country’s youth.
Kharge, who has been vocal about the need for transformative changes, made the announcement via a post on social media platform X (formerly Twitter), where he reiterated the Congress’s commitment to a youth-focused agenda through its ‘Yuva Nyay’ guarantees.
Congress’s vision for youth
“The Congress party will usher in a ‘Rozgar Kranti’ through Yuva Nyay guarantee! We will take concrete measures to increase employment opportunities, enable entrepreneurship, and realise the dreams and aspirations of our youth,” Kharge said in his post.
The Congress chief outlined several key guarantees under the ‘Yuva Nyay’ (Youth Justice) initiative, which aims to address issues related to employment, education, and entrepreneurship for young Indians. These promises form the backbone of the party’s campaign for the upcoming Lok Sabha elections, as part of a broader package of reforms and guarantees.
Key employment promises
One of the central promises under the ‘Yuva Nyay’ scheme is the ‘Bharti Bharosa’ guarantee, which Kharge described as the creation of 30 lakh new Union government jobs, to be delivered through a transparent jobs calendar. This initiative aims to fill the current employment gap in government sectors while addressing the pressing issue of joblessness among the youth.
In addition to this, the Congress leader spoke about the ‘Pehli Naukri Pakki’ guarantee, which will offer one year of apprenticeship to educated youth, with a stipend of ₹1 lakh per year. This initiative is aimed at helping young people transition smoothly from education to the workforce by providing hands-on training and work experience.
Ending paper leaks and improving gig worker conditions
Kharge also emphasized the importance of ensuring fair and transparent hiring practices, announcing the ‘Paper Leak se Mukti’ guarantee. Under this plan, the Congress has promised to introduce a law aimed at completely eliminating paper leaks, a common issue that undermines competitive exams and erodes public trust in recruitment processes. This measure is expected to create a more secure and fair environment for students and job seekers across the country.
In response to growing concerns over the exploitation of gig workers, Kharge highlighted the Congress party’s commitment to improving their working conditions. The party has pledged to provide social security benefits and protections to those working in the gig economy, ensuring that their labor rights are respected.
Furthermore, the Congress is also aiming to foster a culture of entrepreneurship among young Indians by setting up a ₹5,000 crore startup fund. This fund will support youth-led businesses, helping them innovate and scale, ultimately contributing to job creation and economic growth.

The Congress party’s Lok Sabha campaign has been built around 25 guarantees, categorized under five broad ‘Nyay’ pillars: Nari Nyay (Justice for Women), Yuva Nyay (Justice for Youth), Shramik Nyay (Justice for Workers), Kisaan Nyay (Justice for Farmers), and Hissedari Nyay (Justice for Stakeholders).
