The International Federation of Red Cross and Red Crescent Societies (IFRC) has issued a global emergency appeal, calling on the international community to provide essential support to Lebanon amidst the ongoing Israel-Hezbollah conflict. This conflict has escalated over recent weeks, leading to a humanitarian crisis with thousands dead and many more displaced. The IFRC’s urgent plea for 100 million Swiss Francs ($115.8 million) aims to help Lebanon’s Red Cross operations deliver critical assistance to the affected populations, as the small nation grapples with compounding economic and social challenges.
In a press statement from Beirut, IFRC Secretary-General Jagan Chapagain emphasized the urgent and growing needs of Lebanon’s population. “The situation is worsening by the day,” he stated. “There is an overwhelming need for humanitarian aid, especially with winter approaching.” During his visit to the country, Chapagain met with officials and toured shelters housing those who have been displaced by the violence. The IFRC’s plan extends for a period of two years, reflecting the long-term impact expected from the current crisis.
Escalating conflict and rising casualties
Since October 2023, the Israel-Hezbollah conflict has intensified, resulting in significant casualties and displacements on both sides of the border. In Lebanon, over 3,000 people have lost their lives, while more than 13,000 have been injured. The conflict has left hundreds of thousands homeless, forcing them into community centers and temporary shelters around the country. These makeshift accommodations often lack basic necessities, and with winter on the horizon, the need for warm blankets, heaters, and hygiene supplies has become increasingly urgent.
In northern Israel, the death toll has also risen, with 68 soldiers and 41 civilians killed, according to Israeli government sources. More than 60,000 Israelis have been displaced from their homes due to the conflict. The crisis reached a new level of severity on September 23, when Israel launched airstrikes targeting southern and eastern Lebanon, as well as areas within Beirut. The attacks have left hundreds dead and displaced nearly 1.2 million people within Lebanon.
Protecting humanitarian workers Amid Crisis
The IFRC has called on all parties involved in the conflict to safeguard the lives of humanitarian workers. The organization has reported the deaths of over 30 Red Cross and Red Crescent staff and volunteers globally in 2023 alone, a figure Chapagain described as unprecedented. “This is something we have never seen at this scale before,” he said, noting that Lebanon, Gaza, and Sudan have been particularly dangerous areas for humanitarian efforts this year.
In Lebanon, the conflict has already wounded 17 Lebanese Red Cross paramedics during their rescue missions. Three of these individuals have been injured twice in separate incidents, underlining the extreme risks faced by humanitarian workers. “The Red Cross and Red Crescent emblems are protected by international law,” Chapagain asserted, urging all parties to respect the neutrality of these symbols to ensure the safety of humanitarian workers.
A call for global unity and support
The IFRC’s appeal stresses the need for international cooperation, not only to address the immediate needs in Lebanon but also to foster a long-term resolution for the region. Chapagain underscored the importance of a political solution to the decades-long challenges in the Middle East. “The global community must come together to find a peaceful path forward for the region,” he said.
In addition to physical injuries, Lebanon’s population faces emotional and psychological trauma as they navigate the uncertainties caused by the conflict. The Lebanese economy, already weakened by financial crises, corruption, and infrastructure challenges, has further deteriorated. The IFRC’s response plan includes provisions for mental health support, economic aid, and resources for rebuilding communities once the conflict ends.
The IFRC has outlined several immediate goals for the appeal: supplying essential non-food items such as hygiene kits, blankets, and heaters; providing medical assistance; and ensuring continuous aid distribution to areas in need. The funds will also support the Lebanese Red Cross in training new volunteers and expanding relief operations to meet the mounting demands.
